Most merchants only meet the dispute process at the end, when a chargeback is already on the statement. By then it is slow, expensive and often unwinnable. The useful work happens earlier, before a cardholder question has turned into a formal dispute.
In this region that matters more than the raw numbers suggest. A tourist in Aruba who does not recognise a charge in her banking app calls her issuer in New York or London, not your front desk. If the issuer cannot see who you are and what she bought, she gets a chargeback. If they can, the question is answered in seconds and the sale survives.
4 layers, 4 different problems
Prevent. Order Insight, a Verifi service on the Visa network, shares the real transaction detail with the issuer at the moment the cardholder asks about a charge. The merchant name, the item, the date, the delivery address. Verifi reports this deflects roughly 45% to 70% of eligible disputes, cases that were never fraud in the first place, just confusion.
Resolve. Rapid Dispute Resolution settles pre-dispute enquiries automatically, on rules you set in advance. Refund anything under a set amount, or refund any subscription cancellation, and the case closes in about a second without counting against your Visa dispute ratio. CDRN, the older network of issuer alerts, gives you 72 hours to refund a borderline case before it escalates.
Recover. For disputes that do escalate, Compelling Evidence 3.0 lets card-not-present merchants win Visa 10.4 fraud cases by showing a pattern of prior legitimate purchases from the same cardholder, same device, same address. For merchants with regular repeat customers, that is finally a reasonable playing field.
Inform. The Visa TC40 fraud feed, delivered through Verifi, tells you which of your transactions the issuing bank later flagged as fraud, even where no chargeback exists yet. It is the earliest warning you can get that something is wrong with a customer, a BIN or a channel.
This does not replace the front door
None of it substitutes for good fraud tooling at the point of sale, and it should not. 3-D Secure, tokenisation and velocity checks still do the heavy lifting on prevention. What the dispute suite protects is the other case, the transaction that is entirely legitimate but looks suspicious to a nervous cardholder 6 weeks later.
